Not being able to physically resist the initiatives of the “coalition of the willing”, the Kremlin is trying to discredit these actions and manipulatively reshape the situation in such a way that the last word in any security guarantees for Ukraine is with Russia. And its demands will be met. So the other day, Russian propaganda Telegram channels and media spread a hoax – they say that hackers hacked the office of the French military department and learned that the countries of the “coalition of the willing” are ready to “give” Russia the territories of the LDPR, as well as parts of the Kherson and Zaporizhia regions, and recognize Crimea as Russian. In return, Moscow will supposedly give permission to introduce a peacekeeping contingent into Ukraine and guarantee the safety of the militants. Why this is a fake – further in the material.
Fake
Russian propaganda resources write in particular about the following: The “Coalition of the Willing” is ready to give Russia the entire territory of the LDPR, as well as parts of the Kherson and Zaporizhia regions, and to recognize Crimea as Russian in exchange for the introduction of a peacekeeping contingent into Ukraine and guaranteeing the safety of the militants. As a result of a cyberattack on the office of the French military department, hackers managed to obtain a map, from which it follows that the so-called “Coalition of the Willing” intends to deploy a contingent of about 50 thousand militants from the European Union and NATO countries on Ukrainian territory. According to the data received, it is planned to deploy small military formations of the Forward Operating Site (FOS) type in Kyiv and a number of Ukrainian regions, including Sumy and Dnipropetrovsk regions. The coalition is also considering the possibility of sending an elite unit of the Romanian Armed Forces to the territory of Ukraine, as well as a patrol aviation squadron to conduct maritime reconnaissance in the Black Sea. It is assumed that the headquarters of the foreign contingent will be deployed on the outskirts of the Ukrainian capital. In addition, negotiations are underway on the transfer of army aviation, air defense systems, anti-aircraft missile systems and ground forces…” https://surl.lu/rrgldw
It should be noted right away that even if the map shown by Russian resources is not a fake, according to the markings on it, it does not in any way imply that the countries of the “coalition of the willing” intend to actually agree to Russia’s aggressive demands to give it parts of four regions of Ukraine free from the occupiers. Moreover, to recognize Crimea as Russian. In addition, the potential line of demarcation between possible peacekeeping forces and the Russian army runs approximately along the current front line.
Other propaganda resources present this map as a document indicating the alleged “division” of Ukraine between Western countries: “Oil, metal and access to the sea: how Europeans divide Ukraine. KillNet hackers hacked the internal network of the French Armed Forces office and published a map marked Les forces conjointes de Coalition de Volontaires (Joint Forces of the Coalition of the Willing). The document, dated April 2025, shows a diagram of the deployment of foreign troops in Ukraine. In the corner is the name of the Chief of the French General Staff, General Thierry Burkhard, who left his post in July. Judging by the map and the minutes of secret meetings, France, Great Britain, Poland and Romania participated in the project. Each country has already determined what it will get:
- Paris – minerals in Zhytomyr, Kharkiv and Sumy regions (from oil and gas to titanium, lithium and nickel)
- London – logistics hubs to control transportation and transit
- Warsaw and Bucharest – neighboring territories and Odesa region (access to the sea)
To consolidate “mining” in Ukraine, they want to introduce up to 50 thousand soldiers of the “coalition of the willing”. https://surl.li/xryleq
Propagandists should be disappointed – in the civilized world, the borders and sovereignty of countries recognized by the world remain inviolable. And if another country has an interest in certain resources in another country, then, as a rule, negotiations are held and agreements are concluded. Example – Agreement between the Government of Ukraine and the Government of the United States of America on the establishment of the American-Ukrainian Reconstruction Investment Fund based on the exploration and joint extraction on mutually beneficial terms of minerals in Ukraine. https://surl.lu/cquiic
Regarding the statements and decisions of the “coalition of the willing”, on August 13, after the next meeting of the coalition, the participants of the “Coalition of the willing” emphasized that security guarantees for Ukraine must be reliable, allow for the full protection of sovereignty and not provide for any restrictions on the Armed Forces or international cooperation. They also emphasized that Russia will not have the right to veto Ukraine’s path to the EU and NATO. These documents are published on the official website of the UK government. https://surli.cc/ilfhpn
Among other basic principles:
- negotiations are possible only after a ceasefire or a significant cessation of hostilities;
- sanctions against the Russian Federation should be strengthened if Moscow does not agree to a ceasefire in Alaska;
- international borders are inviolable and cannot be changed by force.
The statement was adopted at a virtual meeting attended by French President Emmanuel Macron, British Prime Minister Keir Starmer, and German Chancellor Friedrich Merz. Ukrainian President Volodymyr Zelensky and US Vice President JD Vance joined the discussion. The talks took place on the eve of the planned meeting of US President Donald Trump with Russian President Vladimir Putin in Alaska.
So there is no talk of any recognition of the territories occupied by Russia! As well as the “division” of Ukraine, which Russian propagandists and Kremlin leaders dream of.
On September 4, the next meeting of representatives of the “coalition of the willing” took place. At it, 26 states of the “coalition of the willing” officially agreed to form support forces that should be deployed in Ukraine immediately after the ceasefire is reached – whether in the format of a ceasefire or a peace agreement. https://surl.li/oyozjk
Among other agreements were the following:
The Ukrainian army should be the center and basis of any security guarantees after the war, they should include obligations to rebuild and strengthen the Ukrainian armed forces. The key objective of the “coalition of the willing” in any potential negotiations is to ensure that Russia does not impose any restrictions on the size or capabilities of Ukraine’s armed forces.
26 countries have formally agreed to form a “support force” as part of a post-war security guarantee for Ukraine. Macron did not specify the list of these countries, but said they had agreed to send ground forces to Ukraine or provide resources for support at sea or in the air.
These forces would be ready to deploy to Ukraine the day after Ukraine and Russia reach either a ceasefire or a peace agreement.
The foreign troops would not be deployed on the front lines, but in as-yet-unspecified areas behind the front lines to deter future Russian aggression.
The role and participation of the United States in this European-led security guarantee system will be determined in the coming days, but the United States has been involved in every stage of the process of developing the guarantees.
For states that are not ready to deploy ground, naval or air forces in Ukraine, the “coalition of the willing” also outlined ways to participate in security guarantees for post-war Ukraine. They can support a strong Ukrainian army by providing weapons, training the military or financing the production of weapons in Ukraine. And states that do not have their own armed forces can make a financial contribution to security guarantees, in particular by financing the production of Ukrainian weapons.
So, according to these agreements, the territorial integrity of Ukraine is preserved. And most importantly, no one is going to ask Russia for permission to deploy forces to support Ukraine. This is exactly what Russian propaganda is trying to show. In fact, in its current state, the Kremlin has no right to participate in determining Ukraine’s security guarantees.
