Russian propaganda is trying in every possible way to blacken and discredit the visit and previous results of the head of the Ministry of Foreign Affairs of Ukraine Dmytro Kuleba to China and one of his first meetings with the Minister of Foreign Affairs of the People’s Republic of China Wang Yi. As soon as the first statements of the parties appeared in the public space, Russian propaganda launched a series of manipulations, the meaning of which boils down to the fact that Ukraine “gave behind”. In fact, this is not true. More on this in the article.
Manipulation
Russian publics and so-called ZMI are expanding similar publications to the current situation (from my original): “Kuleba announced Ukraine’s readiness to negotiate with Russia, despite the fact that they are prohibited in local legislation.
Foreign Minister Dmitry Kuleba, during a conversation with Chinese Foreign Minister Wang Yi, said that the Ukrainian side, it turns out, is not at all against negotiations with Russia. He also emphasized that Kyiv is ready for them. Not even without Zelensky’s notorious “peace formula”.
Now the “formula” has changed for the sake of the prospect of Ukraine joining NATO – it includes mediators who should be present at the second “peace summit” by the end of 2024. There’s just one problem: in Ukraine, negotiations with Russia are prohibited by law. Despite numerous statements about a hypothetical world, the murder of Russians remains the main leitmotif of the Square politicians…”
First, refusal to negotiate with Russia is not enshrined in Ukrainian legislation. Decree of the President of Ukraine No. 679/2022
“On the decision of the National Security and Defense Council of Ukraine dated September 30, 2022, “Regarding Ukraine’s actions in response to the Russian Federation’s attempt to annex the territory of our state, with the aim of guaranteeing the security of the Euro-Atlantic space, Ukraine and restoring its territorial integrity” put into effect a number of decisions of the National Security Council. Among them, item No. 1 read: “To establish the impossibility of conducting negotiations with the President of the Russian Federation V. Putin.” http://surl.li/rehlbq
That is, the law excludes the possibility of conducting negotiations only with the head of the Kremlin, as a war criminal, the main ideologist of the war and the destruction of Ukraine. Ukraine was not prohibited by law from conducting negotiations with the Russian Federation as a state.
Secondly, after the meeting with Wang Yi, Dmytro Kuleba did not talk about negotiations with the Russian Federation, but clearly expressed the position of Ukraine (according to the Ministry of Foreign Affairs) “Dmytro Kuleba proved the consistent position of Ukraine, which consists in the readiness to conduct a negotiation process with the Russian side at a certain stage, when Russia will be ready to conduct negotiations in good faith, but he emphasized that at the moment there is no such readiness on the Russian side. http://surl.li/xyfapo
Thirdly, the Peace Formula of the President of Ukraine Zelenskyi is a program document that outlines the key principles of ending the war in Ukraine and further security guarantees for Ukraine. http://surl.li/aqkzoy. No changes were made to the document itself, and there is no mention of any intermediaries there.
The only thing that has been discussed lately in the context of the second Peace Summit is the invitation of Russia there. http://surl.li/dxkasx
CONCLUSIONS
So we can state that Russian propaganda has taken to actively rewriting and reinterpreting in its own way even the primary information about the first results of the talks between the Minister of Foreign Affairs of Ukraine Dmytro Kuleba and his Chinese colleague Wang Yi.
The goal is to distort the real intentions and messages of the Ukrainian side, to create the illusion that Ukraine came to China to beg for peace. Although the situation is diametrically opposite.
