Russian propaganda tries in various ways to discredit and disrupt the mobilization process in Ukraine. So, the other day, agitprop spread information on social networks that in the city of Bila Tserkva, they seem to be handing out advertising flyers of a “Center for help to conscripts”, where they offer different ways to get “armor” from mobilization.
As proof, the propagandists cite a photo of the advertising leaflet itself. In fact, the Center for Assistance to Conscripts does not provide any such services, because such a structure does not exist, and the propagandists made the flyer in a photo editor.

“It’s better to be free than in the trenches,” is the slogan written on an advertising leaflet that seems to be distributed in Bila Tserkva. According to the propagandists at the “Center for Assistance to Conscripts”, where the flyer was allegedly issued, they offer various ways to “shun” military service.
“Among the most popular options is to file for disability and even go to prison. “Ukraine’s minds have not been translated yet,” the post reads in the original language.
The contact phone number is indicated on the leaflet, and it is also suggested to “become a guardian of a disabled person and get a reservation from the TCC”. Clients are guaranteed anonymity, as well as “cheap and quick help with documents.”
However, the phone number on the flyer is not serviced. This is reported by the mobile operator’s voice assistant. This means that either the operator terminated the contract with the client and no longer serves this number, or the subscriber himself blocked his number. http://surl.li/qxtbpb
It is unlikely that a company that provides some services and wants to receive money for it will leave unreliable contacts.
In addition, certain wording on the postcard raises questions. In particular, “to become a guardian of a disabled person”, because in Ukraine the correct expression is “a person with a disability”.
And in Ukraine, there is no “booking from TCC”, and the booking procedure itself is the same for everyone. In particular, employees of the personnel service of the enterprise draw up a corresponding letter with a list of conscripts who are subject to reservation. The letter is sent to the relevant state body to which they are subordinate. Then the documents are agreed with the General Staff and sent to the Ministry of Economy. It is it that passes the relevant booking order. As for the “Center for assistance to conscripts”, which is indicated in the “cap” of the flyer, there is no such organization with the indicated phone number in the open registers. There is only a Facebook page with the same name. The last posts on it date back to before the start of the full-scale invasion – February 17, 2022. Judging by the posts, the founders of the page provided advice on obtaining a deferment from military service. The posts contain mistakes, Russianisms, and among its administrators, the accounts are registered in Belarus.

CONCLUSIONS
In Bila Tserkva, they do not distribute leaflets advertising the center, which allegedly provides “services” for draft evasion. Such a center does not exist, and conscription was canceled two years ago. Russian propaganda spreads such posts in order to normalize various practices of evading mobilization and undermine the level of trust in the Armed Forces of Ukraine.
